Peter Barron is the Director of the ISDS.He has been with the HST since June 1995 and his first post was as director of the Research Programme.He has been working with district health systems and improved primary health care for many years.He has a wide experience of the public health sector in a variety of settings and has been a senior manager at local authority and provincial health departments.He has qualifications in commerce, medicine and public health.His key interests are in primary care information and financial systems and improved quality of primary care.

Health Systems Trust public health specialist Peter Barren said it was clear that improvement was definitely needed.

"The Eastern Cape inherited a bigger infrastructural backlog after inheriting Transkei, which was underfunded.And it needed to integrate very different administrations.As a result of this the administration did not get up to speed as quickly as one would like."

Barren said hospitals in the Eastern Cape compared favourably with some he had seen elsewhere in Africa.

DA Eastern Cape health spokesman Athol Trollip said a lack of accountability was the main reason for the state of hospitals.He said working conditions in the province were so poor that it could "neither keep nor attract the services of the people we need".
