Health Systems Trust public health specialist Peter Barren said it was clear that improvement was definitely needed.

"The Eastern Cape inherited a bigger infrastructural backlog after inheriting Transkei, which was underfunded. And it needed to integrate very different administrations. As a result of this the administration did not get up to speed as quickly as one would like."

Barren said hospitals in the Eastern Cape compared favourably with some he had seen elsewhere in Africa.

DA Eastern Cape health spokesman Athol Trollip said a lack of accountability was the main reason for the state of hospitals. He said working conditions in the province were so poor that it could "neither keep nor attract the services of the people we need".
