Bowling Green Technical College President Nathan Hodges named Al Barringer, Ed.D., to serve as the new Chief Economic Development, Community and Workforce Development Officer and Director of the new Bowling Green Technical College Franklin Center.

Dr. Barringer is the former Vice President for Administration for the Southwest Campus of St. Philip's College in San Antonio Texas.He supervised over 14 workforce programs, a very large Continuing Education division and a 27 acre campus.
Prior to his Vice Presidency, Dr. Barringer was the Chair for the Public Safety Careers Division of the Northeast College-Houston Community College System.As Chair for 7 years, he developed and directed over 10 new certificates and Applied Science degree programs and spearheaded a project to build a $30M public Safety Institute at the Northeast College.
He began his teaching career as a police academy instructor at Kilgore College and the University of Houston-Downtown.Al earned his bachelors in Criminal Justice from Sam Houston State University, his Masters in Higher Education from the University of Houston at Clear Lake, and he earned a Doctorate in Education from the University of Texas at Austin in the Community College Leadership program.Al has presented at national conferences on education and workforce.
He is a member of the Networking Committee for Homeland Security of the American Association of Community Colleges (AACC), the National Institute for Staff and Organizational Development (NISOD), and the National Council for Workforce Education (NCWE).
