In the other tie for a Regional Director's position, outgoing Secretary-Treasurer William G. Mixer, CET, Director, Casper College Environmental Training Center, Casper, Wyoming withdrew in favor of Micheal W. Balanoff, CET, Vice President for Development, TrainingOnLine, Laramie, Wyoming.

As Vice President of Development, Micheal coordinates and manages the company's product development by guiding a team of instructional designers, multimedia graphic artists, and computer programmers in the creation of custom, semi-custom, and off-the-shelf online courses.
In addition he is the lead representative for TrainingOnline initiatives involving multinational corporations and international business partnerships.As an example, he is currently closely involved with bringing online training and certification standards to the China National Registration Committee for Environmental Auditors.
Before the creation of TrainingOnline, Micheal worked for six years as the Environmental Safety Officer/Industrial Hygienist at University of Wyoming's Environmental Health and Safety Office, where he oversaw safety programs for regulatory compliance and performed training, supervisory, and planning roles.In the latter half of the 1990s, Micheal developed training software and owned and operated the largest independent environmental consulting firm in the state of Wyoming.
Micheal's diverse educational background includes completion of the industrial hygiene program at Harvard University's School of Public Health and executive training at Northwestern University's Kellogg School of Management, as well as a long list of management, safety, and environmental health certifications.He also holds a B.A. in International Relations from the University of La Verne, LaVerne, CA and studied Chinese Culture at Jinan University, in Guangzhou, China.
