"Especially in rural areas, women are not encouraged to leave the home," says Jo Bakowski, manager of development projects at the British Council.Families don't want their daughters being instructed by male teachers or attending classes located a long distance away from home with no transportation.Bakowski also blames the high level of illiteracv on a lack of confidence, especially among women.
