    William D. Baker is the founding president of the law firm of Ellis & Baker, P.C., a Professional Corporation in Phoenix, Arizona. In the past 40 years, he has represented special purpose districts and public service corporations throughout Arizona in matters before federal and state administrative and regulatory agencies and in the courts, including territorial disputes, rate cases, and financing and Central Arizona Project water matters. He represented agricultural financing corporations for over 30 years as well as industrial development corporations and the issuance of their bonds to finance various projects.

    He specializes in the practice of water-related law and issues and special district law and issues, including election law and municipal finance.

    Mr. Baker received his A.B. from Colgate University, Hamilton, New York in 1954 and, after serving in the Strategic Air Command of the United States Air Force as a pilot, he received his J.D. from the Boalt School of Law at the University of California, Berkeley in 1960.

    He is licensed to practice before the U.S. Supreme Court and in the State of Arizona and is an inactive member of the State Bar of California. He has authored several articles such as: "The Central Arizona Project: Is It Sinking or Swimming?" published by the Arizona State Bar, and "Chapter 9 Bankruptcy: A Haven for Central Arizona Project Irrigation Districts?" published in the Arizona State Law Journal. He has also written a series of articles on Arizona water law for the Arizona Journal of Real Estate & Business.

    Mr. Baker has received the President's Award from the National Water Resources Association for his work helping that association with federal reclamation laws and was granted a life membership for his contributions to that organization. He has been and is involved in many state and local community and civic organizations.

    He served as a public member of the Arizona State Board of Accountancy having been appointed by Governor Symington in 1995 and was reappointed in 1999 for a five-year term by Governor Hull. He served two years as president of the State Board after having served as its secretary and treasurer.

    He resides in Phoenix, Arizona. Mr. Baker is listed in Who's Who in America and Who's Who in Law. Bill and his wife Kay have four children and nine grandchildren.

    It is not often that a non-CPA makes a huge impact on the CPA profession.Bill Baker has given so much to the CPA community, even though his chosen profession is practicing law."Bill was ahead of his time," according to Valerie Elliott, executive director of the State Board of Accountancy.

    Baker served nine years on the State Board of Accountancy and during that time was involved in many changes.One of the biggest accomplishments was re-writing the accountancy act.In that re-write, the Board was able to adopt much of the uniform accountancy act.Over his term the board also came up with a continuing education ethics requirement and mandatory peer review was established."There were a lot of changes in the nine years," Baker said."It was amazing."

    Another area of focus was enforcement.The Board established a special enforcement group in the Attorney General's office to handle major cases."As a result of that, we were able to pay more attention to those cases," Baker said."Compared to when I started, you just took whoever you got from the Attorney General's office and they may or may not have known anything.

    Baker was appointed to the State Board by Governor Symington in 1995."The first meeting I went to involved a settlement of a major case and being a baby, I didn't know what was going on, but with my legal background, I could quiz the attorneys on both sides to get a good feel for it pretty rapidly," said Baker.

    Baker's law background has been a great asset to the State Board."When Bill Baker testified in front of the U.S. Securities and Exchange Commission on auditor independence in the summer of 2000 he stated ‘My viewpoint is both as a regulator and as an attorney representing my clients who utilize the services of Certified Public Accountants to produce audited financial statements.' And I think that perspective accounts for Bill's high level of involvement with the profession," Elliott said.
