  "People are pretty outraged that 25 years into the bay program, substantial progress to reduce pollution has not been made," said William C. Baker, president of the Chesapeake Bay Foundation.

  "We would like court to impose a legally binding requirement to enforce terms of the Clean Water Act and bring water quality of the Chesapeake Bay to the level that it will be removed from federal impaired waters list," Baker said.

  "During the summer of 2006, the volume of the Bay's dead zone was far smaller than previous years, but Mother Nature was responsible for much of the improvement," said CBF President Will Baker."March and April were among the driest on record, and pollution was reduced as a result."

He emphasizes the number of people who have voices their opposition to the development, and that CBF has "done nothing but facilitate the most basic democratic right to shape what government does." He ends on a modest note: "People have been thanking us, but I always thank them." He then lists the names and contact information for all of the city and county councilmen so people can voice their opinions on the development.
