    "It is wasteful that you would use so much farmland for that one house," said Robert Baker, a Middletown farmer and former president of the Delaware Farm Bureau, referring to the old proposal.

    Baker is optimistic about the new bill.He has transferred development rights from his farm to another that he owns, which is slotted for development.

    "The farmers that are selling their development rights will get the money, the builders will get increased density, which is good for them, and hopefully everybody is happy," Baker added.
