Victory Fellowship was founded by the Senior Pastor, Frank A. Bailey, in January of 1979.
History and Operation:After graduating from God's Army Seminary in 1978, Reverend Bailey moved from California to New Orleans to oversee a street ministry and discipleship house.Reverend Bailey established Full Gospel Christian Church in January 1979.This storefront church began with a young congregation of approximately 50 people and grew quickly.
Later that year, at the request of the leadership of the Assemblies of God, Reverend Bailey moved his congregation and assumed leadership of a church building located on Kawanee Avenue in Metairie, Louisiana.Reverend Bailey was the only minister on staff and his wife Parris headed up the children's ministry.The church conducted many evangelistic outreaches through-out the metro area.Reverend Bailey also implemented a network of home bible studies based on the examples found in the book of Acts.

Each ministry was encouraged by Reverend Bailey to reach outside the four walls of the Church and into every part of the City.

In October of 2000 under the direction of Pastor Bailey a new evangelism tool was launched - Beyond the Grave.This multimedia presentation of the Gospel has been performed in several states and in many different regional and local churches.Untold thousands have received Christ through this arm of the ministry.There have been over 42,000 recorded decisions from this powerful production.
