Oscar AvalleOscar A. Avalle is presently the Special Assistant for the Vice-president for Latin America and the Caribbean of the World Bank in Washington DC.
He joined the Argentine Foreign Service as a career diplomat in 1987.He participated as part of the argentine core team of diplomats in the bilateral negotiations with Brazil that lead to the establishment of Integration Programme between Argentina and Brazil, and, later, the MERCOSUR between Argentina, Brazil, Paraguay and Uruguay.In particular he was responsible in the Ministry of Foreign Affairs for the negotiations with Brazil and Uruguay, (and later Paraguay), to liberalize and simplify the transportation, trade, immigration and customs systems among these countries.
From 1991 until 1996, Mr. Avalle, was at the Mission of Argentina to the United Nations in New York, the diplomatic officer representing Argentina in the UN negotiations related to humanitarian affairs, economic development and sustainable development . In this context he was part of the Argentine delegation to the Earth Summit in Rio 1992, UN Population and Development Conference, Social Summit, HABITAT, etc.He had, among others, a lead role in the negotiations of the United Nations Reform process in the economic and social areas (Res. 45/264, 48/162, etc.), represented Argentina on the UNDP's and UNICEF's Executive Boards.
In 1997 Mr. Avalle joined the Global Environment Facility as institutional relations officers and in 1999 he joined the World Bank in Washington DC as Special Assistant for the Vice-president for Latin America and the Caribbean Region.
Mr. Avalle is a political scientist and a diplomat by training.He has a Master degree from the Catholic University of Argentina in Political Science and another one in International Relations.
