   By contrast, Joseph Asselin, 42, president of the Holyoke-based Palmer Goodell Insurance Co., was spared prison after testifying against one of the authority contractors charged in the case.
   
   At his sentencing in February, Joseph Asselin was given three years of probation, including six months in a halfway house and six months confined at home.
   
   But a shortage of vacancies in halfway houses delayed Asselin's placement, causing his lawyer to file a motion to modify the sentence.
