   In 2003, road tax proceeds contributed 43.7 mln levs to municipal treasuries. 'This year, however, proceeds have been halved and it is not clear whether and how municipalities will be compensated,' the mayor of Mezdra, who is a member of the board of directors of the National Union of Municipalities in Bulgaria (NUMB), Ivan Asparuhov, said. The managing director of NUMB, Ginka Chavdarova, as well as he, confirmed that the idea for the total remittance of the patent tax had been debated unofficially and had not yet been discussed in the central group for financial decentralisation. Besides, the issue is yet to be discussed by the union, Ginka Chavdarova, added. She is, however, categorical that even if the measure is introduced, it will only partially compensate for losses and will be of a temporary nature.
