There is a lot more to it than what was anticipated when people started getting into it , said Dwayne Aspaas , director of E-911 and wireless location services at TechnoCom.Encino , Calif-based TechnoCom is an enabler of wireless location based services and is working with four of the five top carriers in their efforts to deploy E-911.
Aspaas identified three hurdles that carriers need to overcome in order to deploy E-911 - the development of a location technology ; the integration and deployment of the technology on the networks ; and the integration of the technology with public safety answering points.
It is not clear that anyone could have predicted what the challenge for not only the technology developers , but the public safety environment was.It's quite a challenge and it requires a cooperative effort across all groups [ manufacturers , carriers and the public safety environment ] , Aspaas said.
One challenge carriers faced was making sure the selection of location technologies met the needs of the environment they operate in , Aspaas said.
For example , network solutions may be harder to implement in a rural setting where towers may be located in a straight line , which makes it virtually impossible to triangulate a location.
That process ... has been more of a challenge.I don't know that you could identify one group's lack of effort [ that caused the delay ] , Aspaas said.
And even though the deadline has passed , TechnoCom did not offer any forecast as to whether the carriers would be able to meet the deadlines in the waivers granted by the FCC.
I think the concern right now [ for carriers ] is to make sure that the [ E-911 technology ] works and it works well.

Just because these new 3G services have been the talk of the industry , I have not seen anybody slowing down in their efforts to make E-911 happen , Aspaas observed.Carriers are aggressively pursuing the deployment of this technology..
