Mr. Asnani represents United States-Asia Environmental Partnership Program of the United States Agency for International Development (USAID) as Urban Environment Infrastructure Representative. From 1983 to 1997, Mr. Asnani held position of the Deputy Municipal Commissioner of Ahmedabad Municipal Corporation. His expertise and experience helped the Municipality to take some historical decisions and make changes. The Municipality has an annual budget of over 11 billion Rupees and staff strength of 40,000. He handled various important portfolios in the organization. He introduced new systems and measures in the region. He designed the Slum Networking project for the City of Ahmedabad (covering 1.2 millions slum dwellers) with the provision of basic urban services such as water supply, sanitation, solid waste management, primary health care, etc., by adopting a unique participatory approach of private public partnership model. He was responsible for Property Tax reforms in the State of Gujrat, helped formulate new law on Property Tax Assessment and streamlined property tax assessment and collection.
