    It clearly expresses the final decision to cap the amount of interest payments the government will make next year , said Carlos Asilis , chief strategist of emerging markets for J.P. Morgan Securities.

    Still , we remain cautious as it's likely that Argentina will be downgraded further , he told CBS.MarketWatch.com.
