   "I think one of the things holding people back is not having a real accurate picture of what's going on," said Hoffman parent Will Ashford, director of student life at Rock Valley College.
   
   "Things are bad in Rockford School District and they're bad here at Rock Valley and everywhere else, too, but now is the time for (Harlem) to make some hard choices and get some real dialogue going."
   
   Ashford said he's heard little about the district's March 16 ballot initiative, which makes him wonder whether it will pass.

   NIU settles in DeKalb
   
   Rockford's chance to become NIU's home withered in 1895, when the state legislature chose DeKalb for the site over the Forest City. Since then, area citizens have yearned for a public university.
