"It appears speed was a factor," said Capt. Thomas Argetsinger, supervisor of road patrol for the Chemung County Sheriff's Department.
    ...
Salsburg's truck then bounced off the median's guardrail and came to rest with half his truck sticking out in the passing lane, Argetsinger said.
    ...
But her Chevrolet Suburban clipped the front corner of the pickup and skidded across the lanes, Argetsinger said.
    ...
Fletcher's tractor-trailer came to rest horizontally across I-86, blocking the flow of traffic for both eastbound lanes, Argetsinger said.

"The whole thing was like a bank shot on a pool table; it just hit everything," he said."After the accident, the drivers told us they were only going 50-55 mph, but that's the posted speed limit. With the weather the way it is, you still have to use your head and go slower than that."

Three people were taken to Arnot Ogden Medical Center for treatment of minor injuries and released. No tickets were issued, and the accident still is under investigation, Argetsinger said.

"It is probably one of most flagrantly violated sections of the law, after speeding," said Capt. Thomas Argetsinger of the Chemung County Sheriff's Department."I don't think the general public takes it seriously."

Argetsinger said deputies don't go out looking for cell-phone violators. But he said they write plenty of tickets for the violation while enforcing other laws.

For example, Argetsinger said, deputies wrote 41 citations for cell-phone violations from June through September while enforcing seat belt and aggressive driver laws under a federal grant.
