  One day, he decided to run for Governor of Tokyo.He did not do as much campaigning as the other candidates did.During the campaign period, he stayed home or traveled.But, he won the election.
  
  He wrote a novel and won one of the major awards given to novelists.He had been a member of the Upper House.
  
  However, as the Governor of Tokyo, he has no achievements.The Tokyo municipal government has run up a huge budget deficit.His supporters have left him, criticizing the betrayal of his campaign platform.
