According to Vrchota, Tom Anderson, owner of Gordy's, had requested Bass to investigate getting a sign made advertising the former Johnson Ford site as the future home of Gordy's SuperValu Foods.
    ...
Mr. Vrchota then requested that the Council authorize the City's assistance with this planned project by having the holes dug and paying the estimated cost of $393.60 for the sign, as Mr. Anderson continues with his plans to develop the property.
    ...
Mayor Willink informed that the City had tried to contact Mr. Anderson to see whether he might be willing to pay half the cost of this sign. However, he explained, Anderson was out of town and unavailable. The Mayor stressed that he thinks some sort of temporary sign should be erected at this site to let citizens know there is a commitment and intent from Mr. Anderson to continue with the Gordy's Foods expansion project.Alderman Malenke stressed that any signage placed on this property needs to be set a sufficient distance back from the highway right-of-way so as not to interfere with the survey work being done for the upcoming Highway 71 rebuild project.

City Attorney Handevidt reminded that the City does not own this former Johnson Ford property. The City Attorney expressed that having the City pay for all or a portion of a sign promoting private business is not a proper expenditure of municipal funds.

Following a few additional remarks, the Council agreed not to pay for the cost of the proposed sign, but to contribute city manpower and equipment to dig the holes for this structure.
