County commissioners plan to vote to establish a claims process next week, said Tom Anderson, acting director of the Deschutes County Community Development Department.
Measure 37, a voter-approved initiative that gives property owners the right to seek compensation for government decisions that reduce property values, is scheduled to take effect Dec. 2.
"I guess sort of the theme of our recommendations to the board is one of cooperation with potential claimants," Anderson said.
"We're trying to entice them in to participate in the process," he added.

County staffers are recommending that the board adopt a simple claims procedure with a reasonable fee of $500 to $700, said Anderson of the Community Development Department.The money would be used to pay county staff to investigate claims.
Some government jurisdictions across Oregon have set up complex procedures that could send potential claimants to court, he added.

Anderson said one way to address the concerns of neighboring property owners about a potential Measure 37 claim could be to hold a public meeting prior to any land-use action.
No official claims have been filed with Deschutes County as of Tuesday, Anderson said.However, several have called to ask about the county's procedure for accepting claims, he said.
