    Theo Anderson, director of Friends of the Earth in Ghana, said his group will oppose the dam.

    But an environmental campaign against it would be difficult, he added.

    It's hard to convince Ghanaians that another hydro dam isn't needed to keep their lights on, even though the frequent power outages here are almost always caused by a substandard transmission system.The cost of extendingtransmission lines -- not the availability of power -- keeps 46 percent of the population from getting any electricity at all.

    As many as 2,600 people must be relocated if the dam is built.
