   Mary Anderson, chief executive of The Aurora Group, a financial consultant firm in Penfield, said the rate increases will make for a tough 2003 for many businesses and their employees.
   
   "A lot of companies will have to decide whether to pay the entire premium costs or pass some or more of the cost on to employees," said Anderson, who also is president of the Greater Rochester Metro Chamber of Commerce's Small Business Council.
   
   If more costs are passed on, some employees might opt out of health care because they can't afford it, she said.
   
   "Some companies say they are struggling to retain good people and hire, and now they have to compete over health care plans, not just salaries," Anderson said.
   
   Aurora will cap the amount it pays toward health care premiums and pass the additional costs on to its employees.
   
   "We do hate to pass costs on, but if we don't it could really hurt our bottom line," Anderson said.
