Mr. Alvarez leads the firm's transportation related projects. His extensive expertise covers all phases of consulting in transportation engineering and management, from project identification and pre-feasibility studies through operations and maintenance management, including strategic planning, organizational development, institutional modernization, regulatory reform and outsourcing of public services.

He has successfully undertaken a variety of projects including: multi-modal transportation surveys, inland water transport operations management, highway feasibility and traffic studies, highway and railroad design, construction, supervision and construction operations management improvement; highway rehabilitation and maintenance management, development and implementation of comprehensive training programs, and the structuring of major toll road build-operate-transfer schemes.

He is a former professional staff member of the World Bank, as well as a former Principal at Booz Allen Hamilton. In those and other senior positions in major firms, Mr. Alvarez has served more than thirty transportation organizations in Latin America and the Caribbean, Europe, Africa, the Middle East and Southeast Asia. Most of these engagements were funded by international financing agencies such as the World Bank, the IADB, the ADB and USAID. His clients in the United States include the transportation agencies of seven states, the U. S. Corps of Engineers, the National Park Service and the Metropolitan Transit Authority in Washington, DC.

Mr. Alvarez has authored several innovative technical papers on transportation management improvement and institutional modernization and is recognized as a leader in the design and implementation of maintenance management systems. He holds a BSCE degree in Civil Engineering from Mississippi State University, is a member of the American Society of Civil Engineers, and is fluent in English, Spanish and Portuguese.
