The sovereignty of the Falklands will be included in the visit by Alvarez (title).
The Vice-President told La Nacion that he will not fail to confirm the official position.
London : Vice-President Carlos Alvarez will insist on Argentine sovereignty over the Falklands while in this city.It will be done when he meets the Minister of State at the Foreign Office, John Battle, at 4 o'clock Argentine time tomorrow.
The subject of the Falklands is not on the agenda, but if it comes up during the discussion (with John Battle) I will insist on the historical position of our country, which is that of Argentine sovereignty over the Islands, Alvarez predicted last night to La Nacion, during a conversation in the Hyatt hotel in this city, where he is staying together with his wife, the Buenos Aires politician, Lilliana Chiernajowsky.
Alvarez is the first minister of the Fernando de la Rua administration to set foot on British soil.He will not fail to bring up the subject of the Falklands, but it be not his intention to make this the central subject on his agenda.

Alvarez will also look into the process of state modernisation which is being promoted with considerable success by British Prime Minister, Tony Blair, and will study the problems of unemployment and transport.

This trip by Alvarez that will last until next Friday, is an example of this strategy as is the next visit, by the Minister of Health, Hector Lombardo, and the Minister of Education, Juan Llach, which is to exchange experiences in their respective fields of activity.

That diplomat will return to Argentina a day after Alvarez (he has already prepared to leave the embassy to his successor, Vicente Berazategui).
His retinue is made up the Sub-Secretary of Public Affairs, Leandro Popik ; the Coordinator of the Secretariat for the Modernisation of the State, Marco Makon, and the man responsible for the Program of Knowledge and Society (a subsection of that Secretariat), Ricardo Ferraro.
Alvarez, who travelled by a commercial airline, British Airways, spent the rest of the day in his hotel, finalising the details of his lecture A modern state for Argentina in the 21st Century, which he will deliver the day after tomorrow in Canning House.
In Good Spirits
Tired from the journey, but in good spirits - as he said himself - because of the opinion polls that give the Alliance candidate for the Government of Buenos Aires, the FREPASO politician, Anibal Ibarra, a nine point lead over Domingo Cavallo, the Vice-President toured various bookshops in central London.
Today he will visit the University of Cambridge (New Hall), where he will meet the Nobel Prize Winner for Medicine and Physiology, Cesar Milstein.
His intention Alvarez said, is to invite Milstein to be a national adviser on the subject of biotechnology.He will also ask for his collaboration in getting a gradual return to the country of the brains that live abroad.Later, he will have lunch with the top authorities of the University.
At two o'clock Argentine time, Alvarez will return to London to meet the Deputy Prime Minister, John Prescott, in the Ministry of the Environment, Transport and the Regions.Three areas of activity for the extrovert Minister, of trade union origin, who used to work as a steward on cruise liners and as an engineer on merchant ships, and who studied economics at Oxford, which he is easily managing with great speed.

With him, Alvarez will go over the wider subjects, ranging from the third way, to more concrete subjects, such as unemployment.

Intense Activity by the Foreign Minister (sub-title)
The timetable for the diplomatic activities of the Foreign Minister, Adalberto Rodriguez Giavarini, will be saturated during this week : two Latin American Foreign Ministers from Chile and Paraguay, a British Official and a special envoy from Canada will all visit the Foreign Ministry.
