    Mary Alsentzer, executive director of the Pamlico-Tar River Foundation, an environmental group, said she was "appalled" by the council's action.

    "I just thought the City Council would have more faith in the groups that brought this decision to them," Alsentzer said.

    She served on the comprehensive plan committee in 1992 and 1997.

    "Certainly, it just doesn't seem worth the time if they're going to overturn things as critical as public safety issues."

    Even without the council's decision, Alsentzer said she probably wouldn't have sought another stint on the board when revision time rolls around again in about five years.

    "This put a cap on it," she said.

    Mary Alsentzer, executive director of the Pamlico-Tar River Foundation, an environmental group, sent e-mails to about 100 members of the organization urging them to don green clothing at tonight's council meeting in opposition to the proposed change.

    The fashion statement is "so people on the council can see there's a number of people in the audience who disagree with the amendment to the (Horizons) plan and the ordinance," she said.
