Mary Alsentzer, executive director of the Pamlico-Tar River Foundation, an environmental group, sent e-mails to about 100 members of the organization urging them to don green clothing at tonight's council meeting in opposition to the proposed change.
The fashion statement is "so people on the council can see there's a number of people in the audience who disagree with the amendment to the (Horizons) plan and the ordinance," she said.
Protection of lives, property and the environment is driving her organization's opposition to allowing apartments in the floodplain, Alsentzer said.

But Alsentzer said elevating apartments doesn't address property issues.
"Anything on the ground, vehicles, anything they may be storing at ground level will be destroyed again, and who has to foot the bill for that?"
Greenville spent "millions of its own money making up for the tragedies that occurred in the flood, as far as development, cleanup and all that," she said.

Alsentzer hopes the board will send the matter back to the Horizons committee for another look, or perhaps form a special board to examine the change.
