    ‘Clean coal technology'

    Amid earlier opposition against coal power plants, Alcordo said the future facilities in Toledo will use "clean coal technology" that involves the use of circulating fluidized bed (CFB).

    He said the CFB technology ensures that sulfur oxide and nitrogen oxide emissions are below World Bank standards.

    A group called Cebu Alliance for Renewable Energy (Care) opposed the establishment of two coal-fired power plants in Naga that are reportedly designed based on the same technology.Korean Electric Philippines Corp. and Salcon Power are building two 100-mw coal-fired power plants in Naga.

    Alcordo said the same technology is being used by power plants of Formosa Heavy Industries in Taiwan and the United States, "where emissions are always below standards (tolerable limits)."

    Alcordo also said the future plants in Toledo will support local coal miners even though the local variety has low energy value.

(Napocor) president Jesus Alcordo says the plunder charges against him are "fictitious" and part of a smear campaign."I have talked to the heads of all the unions of Napocor employees, and they said there was no such group as the Crusaders Against Graft and Corruption [within Napocor]," he told the Philippine Inquirer.It was thought to be an inside job.It turns out the chap making all the plunder noise is the nicely named Maharlika CRUZADO de Verguenza.He's not an employee, although why this should matter reports don't make very clear.In the event, Cruzado's group has accused Alcordo of plundering Napocor of 470 million pesos.In October, an unidentified source told the Inquirerpaper that "congressmen received between 2.5 million and five million pesos during the last few days [prior…] to the passage of the power bill, enabling it to go public."One can't be sure if the plunder numbers add up.This is a complicated business and serious students of Philippine plunder are advised to go directly to the archives.For more, click here.

    ALCORDO SIGNED IT: I have a photocopy of Resolution No. 21 showing one Commissioner Jesus N. Alcordo as one of three ERC officials who had signed it.The other signatories were Chairman Rodolfo B. Albano Jr. and Commissioner Alejandro Z. Barin.

    Other documents I have show a Jesus Alcordo as one who has or has had significant business ties with YNN local stakeholder, Filipino-Chinese businessman Sunny Sun.

    The ERC and Alcordo had denied that Resolution No. 21 was meant to open a window and are aghast at insinuations that Alcordo signed it with the majority to help his friend Sunny Sun.

    But some years back, Sen.Juan Ponce Enrile also showed documents that Alcordo, as president of East Asia Power Corp., paid Sunny Sun $3 million in "success fees" to obtain a Meralco contract for his East Asia Power barges based in Navotas.

    Is it coincidental, or providential, that among the three of the five ERC commissioners who signed the controversial resolution last May was Jesus Alcordo, who has had significant business dealings with Sunny Sun?

    Jesus Alcordo, the ERC commissioner, was once president of Duracom and an officer of another Sun-controlled company.

    Alcordo said he had divested all interests and holdings in his companies as well as those related to Sunny Sun's operations.For his own sake, he may want also to tell the public to whom he sold his shares, for how much, and how much he had paid in taxes.
