Leaders from both the NLDC and the city said they were satisfied with Rell,s decision, and expressed a guarded optimism that Albright would help the two sides reach agreement on how to proceed.
    ...
Gov. M. Jodi Rell announced the appointment Friday of Robert R. Albright, a conflict resolution specialist who will try to reconcile disagreement between New London officials and the New London Development Corp.

Albright, an associate professor at the Lally School of Management and Technology at Rensselaer Polytechnic University in Hartford, will try to smooth disagreements between the NLDC and the city over the economic development projects at Fort Trumbull, which Rell has said are at risk if the two sides cannot agree on how to proceed.

,All of the parties , the city, the development corporation and the state , have far too much invested in this project to let it fail,, Rell said in a written statement. ,Bob Albright is an expert on bringing people together and finding common ground , he literally helped write the book on the subject , and I,m pleased that he is willing to step into this situation.,

Rell,s office has focused particular attention on plans to locate a national Coast Guard museum and Coast Guard research and development center at Fort Trumbull, projects her office says could be in jeopardy if the NLDC and the city continue to disagree.

In a phone interview Friday afternoon, Albright said he was still familiarizing himself with the details of the Fort Trumbull project, and had begun scheduling meetings with NLDC principals and members of the City Council to discuss their positions.

,I don,t have complete knowledge of the various disputes, but I can sense there is tension,, Albright said. ,I need to spend some time studying the situation, and it,s just imperative that I gather the perspectives of the different players.,

What form his intervention will take is yet to be decided, Albright said, and he has set no formal deadline on his involvement.

,It,s not an open-ended contract,, Albright said, referring to his contract with the state, ,but I was careful as we discussed it that we left room for the process to be designed.,

Albright is the co-author of ,The Complete Guide to Conflict Resolution in the Workplace,, and is the former head of the department of management at the U.S. Coast Guard Academy in New London.

His New London-based firm, Aim Consulting Associates, has a satellite office in Pittsburgh, where Albright has worked to resolve disputes involving labor unions and management in the steel and coal mining industries.

Leaders from both the NLDC and the city said they were satisfied with Rell,s decision, and expressed a guarded optimism that Albright would help the two sides reach agreement on how to proceed.

,I think it,s fine,, said NLDC President Michael Joplin, who will meet with Albright on Monday. ,I think NLDC and the city have got to learn how to coexist and learn to move forward.,
    ...
,I don,t know anything about Mr. Albright,, Mayor Jane Glover said. ,He,s a brand new name to me.,

Glover said she welcomed any chance to discuss the project, but added that she would urge Albright to include a representative of the state , which has contributed more than $70 million to the development projects , in any discussions.

,I think any time you can have discussion or dialogue it,s good,, Glover said. ,I guess I,m not understanding if there will be anyone at the table during the mediation who represents the state.,

,I,d like to see an entity that totally represents the governor at these mediation sessions,, she said.

Glover also said she would urge Albright to consult newspaper coverage from the past several years to get a better sense of public opinion about the project.

She also said she felt there was no personal animosity among members of the city council and NLDC.

,We could probably go out and raise an egg nog and get along famously,, Glover said. ,It,s only when we,re talking about the power and what we do with it that we get into something of a quagmire.,

Still, she said, it is time to decide on a course and move on.
