As part of that deal, the authority agreed to finance a fund of about $35 million for economic-development projects in Philadelphia, Fumo aide Randy Albright said.

To spend that money, a special committee was set up.Its six members were board members from the Penn's Landing Corp. and the Philadelphia Industrial Development Corp., two quasi-governmental economic-development organizations.

Fumo was not a member of the special committee, but the senator or an aide attended its meetings, Albright said.
