said Albright, who is also president of the York County Chiefs Association."And we still haven't seen any sort of mapping on where these guys will be."
An ill-conceived plan could mean a heavy burden for taxpayers, he said. -

Rescue workers found the man's body in the Conewago Creek at 1:30 this morning after an hour-and-a-half search using boats and police dogs, said Darryl Albright, chief of the Northeastern Regional Police Department.
Albright said police began pursuing the man in his van on Park Street shortly before midnight last night because they suspected he was driving under the influence of alcohol. But when an officer tried to pull the van over, the van "took off" on Park Street toward Conewago Creek Road.
Police followed, Albright said, but temporarily broke off the chase because of rainy conditions along the dark road.
But the man driving the van continued to the intersection of Park Street and Conewago Creek Road, where, instead of turning, he went straight onto the Conewago Creek embankment, skidded and hit an old bridge abutment beside the creek, Albright said.
The driver then got out of the van and began running. Police reached the creek, followed the man on foot and ordered him to stop.
But instead of stopping, the man waded into the creek and then dove into the water in an effort to swim away, Albright said.
"The subject went under water, and that's the last time the officer saw him," Albright said.
Throughout the entire chase, Albright said the man "never said a word."
Police called in firefighters, a police K-9 unit and water rescue units in an attempt to locate the man, Albright said.
Using two boats, firefighters from York Haven and Jacobus scoured the creek, pointing flashlights along the banks and into the water. Finally, rescue workers located a body underwater about 100 yards from where the van had crashed.
Albright said police are treating the man's death as an accidental drowning and will wait for the York County Coroner's office to determine the official cause of death. The driver of the van did not appear to have been injured when he crashed his vehicle, Albright said.
Police did find evidence of alcohol in the van as well as drug paraphernalia on the man's body. Albright said he could not release what type of drug paraphernalia the man had yet. -
