Following university, the initial part of Paul's career involved Technical and Further Education (TAFE) and industrial training. Paul has held a variety of senior management positions in education and training, including non-government education. Since 1996, Paul has been heavily involved in curriculum development. He helped draft the Curriculum Council Act during 1996 and was appointed to the position of Chief Executive Officer of Western Australia's Curriculum Council in November 1997. In 2001, he was appointed Director General of the Department of Education. With the merger of the Department of Education and the Department of Training in February 2003, he became the Director General of the Department of Education and Training. Paul has a special interest in quality of teaching, standards, VET, behaviour management, values and pastoral care.
