   James L. Albert, M.A., CSM, a professional member and Eastern New York Chapter past president (1996-97), was recently named corporate risk manager at First Cardinal Corporation in Albany, NY.
   
   First Cardinal Corporation is a third-party administrator of workers' compensation claims for self-insured group trusts. Albert will be responsible for developing the organization's risk management services department.
   
   Albert holds a B.S. in business management from Russell Sage College, Troy, NY, and an M.A. in safety management administration from Columbia Pacific University in San Rafael, CA.
   
   Banda Joins Beta Corporation International Zeferino (Zef) Banda Jr., CSP, has joined Beta Corporation International of Albuquerque, NM, to manage the company's environment, safety and health programs. He is a professional member of the New Mexico chapter.
   
   Banda holds a master's of science in industrial safety management from Central Missouri State University, and a bachelor's degree in professional aeronautics from Embry-Riddle Aeronautical University.
   
   Prior to joining Beta, Banda was a manager with Intel Corporation where he was responsible for management of construction projects in the U.S. and in Kiryat Gat, Israel. He was also previously with Sandia National Laboratories and Ktech Corporation. Banda served in the U.S. Air Force and is a private licensed pilot and airframe and powerplant mechanic.
   
   Beta Corporation International is a Hispanic-owned environmental, engineering and management consulting firm. It offers professional and technical services to domestic and international governments and private firms in four major areas: Environment, Safety and Health (ES&H); Environmental and Technology Management; International Strategic Planning; and Computer Systems Development.
