   The always erudite Earl Eager Albert of Temple City, for one, read a little "Dear Lt.

   Albert adds: "I could say the same thing about going north/south on Sierra Madre/Santa Anita/San Gabriel and catching every light at California/San Pascual/Del Mar; or conversely east/west on California etc. and getting caught at San Gabriel ... other gems are Hermosa and Del Mar and Broadway and Del Mar in San Gabriel. I have concluded that these are the creation of traffic engineers who have either (a) massive amounts of stock in AMOCO (b) had horrid childhoods or (c) simply enjoy watching cars idle and motorists steam.'
   
   Personally, I have concluded the opposite: That the intractability of the problem proves that there is something in the laws of physics that makes synchronicity impossible. Apply what you will: chaos theory, game theory: to no avail.
   
   Ah, but Albert has noticed the exception I have heard others mention as well. There must be a wrinkle in time in one area city, or its traffic folks are geniuses: "The timing of the few signals within the limits of San Marino seems to prove that good flow can be achieved.' Except, Albert says, "The one at Grenada and Alhambra Road, which I am convinced exists solely to discourage those south of the line from coming north.'
   
   Anti-subMarino warfare? Perish that paranoid thought!
   
   While I might ultimately disagree with them, there are rational ways to disparage environmentalists by championing property rights. But one former head of the California Building Industry Association lost me, and his chance for op-ed publication, when he wrote me with this: "The Piping Plover enjoys 508 miles of free waterfront property in 9 states adjoining the Great Lakes.
