   E. Jason Albert is an associate in the Brussels office of Covington & Burling, where his practice focuses on information technology and intellectual property. He advises clients on legal and business issues involving electronic signatures, encryption, data protection, technology standards, cybercrime, and e-commerce and financial services regulation. Since joining Covington & Burling in 1996, Mr. Albert has advised leading e-commerce and financial services companies on such matters as the UNCITRAL Uniform Rules on Electronic Signatures, the EU Electronic Signatures and Electronic Commerce Directives and their national implementations, the EU Dual-Use Goods Regulation, the EU Telecoms Data Protection Directive, the Council of Europe Convention on Cybercrime, the U.S. E-SIGN Act, the U.S. Executive Order on Computer Software Piracy, and numerous similar initiatives in Asia and Latin America. He has counselled clients on a variety of intellectual property issues related to standards, and has actively participated in the development of security and management guidelines for trust service providers by several standards organisations.
   
   Mr. Albert received his J.D. magna cum laude from Harvard Law School (1995) and his A.B. in Geological and Geophysical Sciences summa cum laude from Princeton University (1992), where he also received a certificate from the Woodrow Wilson School of Public and International Affairs. He is a member of Phi Beta Kappa and Sigma Xi, a science honour society. Before coming to Covington & Burling, Mr. Albert was a law clerk to Judge Richard L. Williams of the United States District Court for the Eastern District of Virginia.

   Mr. Albert is the co-author of "Rethinking Online Business Models in Light of the New EU Framework for E-Commerce and E-Signatures", EuroWatch, vol. 12, no. 14 (July 31, 2000); "Regulatory Child Support: Capital Maintenance Requirements in the United States", 14 Journal of International Banking Law 18 (January 1999); and "Smart Cards, Why Regulation is Premature", 12 Journal of International Banking Law 459 (December 1997). He authored "Multilateral Development in the South: The Example of the Nile Basin," Harvard Journal of World Affairs (Spring 1993). He also speaks frequently at conferences, including the Business Software Alliance's Software Policy Summit in Kuala Lumpur, Malaysia (April 2000), Secure E-Commerce 2000 in London, United Kingdom (September 2000), Information Security Solutions Europe 2000 in Barcelona, Spain (September 2000), and E-Business for the Medical Devices Industry in Brussels, Belgium (November 2000).
