   Ceci Albert is a senior member of the technical staff in the Commercial-off-the-shelf- (COTS)-Based Systems (CBS) Initiative at the Software Engineering Institute (SEI). She addresses issues related to CBS development and co-developed a process for developing CBS being piloted in government and industry. Previously, Ceci served in the Air Force developing major software programs for satellite ground systems; teaching at the Industrial College of the Armed Forces; and managing archive and dissemination programs at the National Imagery and Mapping Agency.

   Cecilia Albert Albert is a senior member of the technical staff in the Commercial-Off-the-Shelf (COTS)-Based Systems (CBS) Initiative at the Software Engineering Institute (SEI). She is currently codeveloping an integrated engineering, management, and acquisition process for use with systems composed of COTS products. Before joining the SEI, Albert was in the Air Force where she served in a variety of positions related to information technologies: working on development of major software programs for simulation, command and control, and mission processing of national satellite systems; teaching acquisition and leading an industry study on telecommunications and information systems at the Industrial College of the Armed Forces; and managing the archive and dissemination programs at the National Imagery and Mapping Agency.
