"If you keep limiting access it will save money, but look what it's doing to families," said Sheri Adlin, head of South Shore Day Care Services, saying the $7.5 million means care for 1,000 kids. "It's a statewide problem."

Some of those children may get into the program thanks to $24 million in federal stimulus money, Killins said. She said the early education and care board is looking at how to boost access while avoiding a "funding cliff" after the money runs out in two years.

As it stands, families face the possibility of having to choose between "being a caregiver and being a breadwinner," Adlin said.

"It's a phenomenal community service," said Sheri Adlin, executive director of South Shore Day Care Services, "and given the economic times, it's highly needed."

Adlin said the $100,000 for her organization will pay for a program that helps people pay for basics such as food and fuel. South Shore Day Care Services' administrative costs are covered by fundraising efforts that it does on its own, she said.

Adlin said her program also helps people negotiate with their landlords on overdue rent, locate food pantries and get placement with social services such as the Salvation Army and Red Cross.

South Shore Day Care Services helps 500 individuals and families annually, according to its Web site. Adlin said that number should be greater this year because of the economy, and the United Way money will help it meet the increased need.

South Shore Day Care, which also has a program in Randolph, relies heavily on public funds, said Executive Director Sheri Adlin.

The center's per-child cost is $12,000, while the center collects $9,321 on average - money that comes from parents as well as the state Department of Early Education and Care, which provides funding for income-eligible families and for children at risk of abuse and neglect. The difference is made up with donations and grants, Adlin said.

Adlin lauds efforts to expand pre-K programs to all children whose parents want them.

"Decades of research show the critical years in child development is the first five years, and early childhood education makes a tremendous difference," Adlin said.
