    "We support giving the people a complete choice rather than a limited choice, we want to do what the voters want but we want them to have a clear choice in making their decision," said Bill Adams, chairman of Dade Republican Party."We did not want it to be either a sole commissioner or stay the way it is we wanted a give it a complete choice.And our position all along is that we would support a four plus one.In fact back in 1998 on a Republican primary question, that passed very strong.So that is the position we are staying with.Our voters spoke and so therefore we are listening to our voters."

    The four commission districts would match those of the Dade County Board of Education for one more step at uniformity, though according to Adams the county still has a way to go.

    "There is too much confusion," Adams said."We have precincts, we have commission districts and we have school board districts, and all of the them are different, and if we are going to go to that we wanted to simplify it.In other words ... you could be living next door to somebody and be voting in two different school board districts or two different commission districts."

    Add that to the seven voting precincts that are completely unrelated to either government set up.

    "I don't know what school board district I'm in without looking at the card that you can't vote with which is the stupidest thing in the world," Adams said."They issue us voter registration cards and they are totally no good because you can't use them to vote with."

    School board districts were designed based on geography for the first board election in 1984.Four school board members, one from each district, are elected countywide, as is one at-large position on the board.

    In 1992 when Dade County Commission became a five-member board instead of a sole commissioner form of government, five districts were created based on population.

    "We would rather see the school board voted on by the districts, I mean what good is it to pick a school board member say off of Lookout Mountain and have the people in Wildwood elect him," Adams said."It gives you no direct representation at all."

    Some residents favor making the at-large representative the county executive , said Bill Adams , chairman of Dade's Republican Party.

    They don't want to be hiring a county manger from outside the county to come in and do all the running in the county , said Adams , explaining why some want to change the form of government.

    Dade County has five elected commissioners.The county manager is hired by commissioners and answerable to them , though some in the community would prefer that the county manager was directly answerable to voters , Adams said.

    There has also been recurring talk of changing the city of Trenton's charter to make the city clerk's position appointed rather than elected as well.

    Adams , the local Republican Party chairman says he is the first Dade County delegate from either party to attend a national political convention.

    That is what I'm told , I know dang well I'm the first Republican , he said.

    Adams was finishing last minute details on Friday as he prepared to leave for Pennsylvania to represent the Ninth Congressional District at the Republican National Convention.

    Adams said he was very honored to be selected as one of three members from the Ninth District , which includes 20 counties in northwest Georgia.

    It is probably a lifetime honor , it is worth the 15 years that I have put up with all this foolishness , he said.It has been a lot of hard work ; I can't always say successful , but hard work..

    Adams said he , his wife and daughter , were the only Republicans in Dade County 15 years ago when they began to build the party.It has developed into a powerhouse that candidates must pay attention to , Adams said.

    Right now it is the strongest Republican Party in the state of Georgia , he said.If you want to win a statewide race you have got to win the Ninth District..

    That strength comes from the fact that there are three voting delegates from the Ninth Congressional District , a higher number than other districts.Adams said he found a rule glitch allowing his district to lower the number of Republican voters needed to create an additional delegate , which doubled the affect of the Republican Party in the Ninth District..

    Being selected as a delegate is particularly special during presidential election years , which this is.While it is generally known George W. Bush Jr. will be the Republican Party nominee for president and Dick Cheney the vice president , Adams said other important issues such as the official Republican Party Platform have yet to be decided.

    My main preference is to preserve that , Adams said.If they took out the pro-life plank from the platform we would completely lose the Ninth District Republican Party..

    Adams was selected as a delegate earlier this year when the Ninth District's 500 GOP attendees convened at Covenant College.He currently serves as the district's second vice chairman and edits the Elephant's Ear Republican newsletter subscribed to by 750 people.He previously served as regional director of three counties in the district and is chairman of the Dade County Republican Party.

    His pick for the next United States President matches the national party.
