It is $446 more than the nonguaranteed rate of $6,014, said William Adams, associate provost at Illinois.

The university was concerned about offering guaranteed rates until it was assured it would be able to charge higher tuition in the first years of the plan to make up for the lack of increase during the four years, Adams said.

The amount students end up paying with the four-year rates should be about the same as they would pay with a typical tuition rate system, Adams said. One downside of the plan is that accounting will be much more difficult with multiple tuition rates at any given time, he said.

Associate Provost Bill Adams said he expects another handful of academic professionals to get laid off.A little more than 150 civil service jobs were eliminated this spring, but in the end, 65 people were out of work at the end of June. Some were able to keep their jobs when another worker resigned or retired. And of the 65 layoff notices issued recently, five have already been withdrawn for the same reasons. But Adams said most of the rest will lose their jobs."Of those, a significant number will get laid off because there just aren't the vacant positions, and most of the retirements and resignations that will happen have already happened with the first wave of layoffs," he said.Kintner's job at WILL AM-FM-TV will end Aug. 20 as well.He left a public broadcasting station in Los Angeles to take his job as assistant director of technology at WILL, where he supervises the engineers that do the maintenance and repair work and the master control operators for the TV station.

The campus will pay about $1.25 million this year and $2 million next year, when the contribution for health insurance increases, said Associate Provost Bill Adams. He expects that to increase in the future as well. The UI will renegotiate its contract with its insurance provider next year, and industry analysts predict health care costs to increase significantly, Adams said. The GEO contract provides for renegotiating the terms regarding health insurance in its contract if the costs to graduate employees increase by more than 15 percent in an academic year.Another $3.1 million will come from research grants that pay the salaries of research assistants, and about $600,000 will come from the money to pay some specially-funded postdoctoral students who are research associates, Adams said.About 2 percent of the salary amount in a research grant will be charged to the grant for fringe benefits this year, he said. That will increase to about 4 percent next year and about 7 percent the year after that, he estimated.
    ...
There are benefits, too," Adams said.

Adams said the raises will cost the UI about $885,000 this year, an expense the UI was expecting.

"Even we are making a few critical hires," said Associate Provost Bill Adams of state-funded positions."We're still pursuing searches for some dean-level positions. We have to fill those. Many of the searches were already in the process."Adams said the provost's office has made a few exceptions to the hiring freeze for critical hires, including for a small college on campus that needed a business officer.UI Integrate is one of the few areas on the Urbana campus that is still hiring, with 30 to 40 positions filled within the last several months.
