    Another silver lining for marsh advocates came from Judge A. Harris Adams, who in his concurring opinion added a special plea to the legislature to protect the marsh.

    The patchwork of federal and state laws that address wastewater and runoff "may not successfully preserve this delicate and irreplaceable ecosystem," Adams wrote.

    "I write separately to urge the legislature to consider whether broadening the scope of the CMPA to address such issues would better serve the marshland the CMPA is designed to protect," he wrote.
