SIOUX FALLS, S.D. (AP) State Senator Gene Abdallah (ab-DUHL'-uh) of Sioux Falls says the fact that South Dakota Highway Patrol citations and arrests have dropped since Governor Rounds proposed a $2 million budget cut for the agency is proof that the governor was wrong.
Abdallah says Rounds, a fellow Republican, made a mistake and won't own up to it.
There was legislative support at first to restore the money, but the cut ultimately stood.
