   Carolyn obtained her Ph.D. at the University of Manchester where she is currently a Lecturer in Law. In 2000, she participated in a project financed by the European Commission's Directorat General for the Environment, the aim of which was to provide the Commission with legal information on the criminal penalties provided for by Member States for breaches of environmental law. The study covered 15 Member States of the European Union and Carolyn was the designated "country reporter" for the UK. In 2003, she was awarded a Small Research Grant from the British Academy to carry out empirical research on environmental law enforcement in Australia. She was also awarded funding by the School of Law (Manchester) to carry out similar research in Canada. She is currently completing a year's research leave financed by the School of Law (Manchester) and the Faculty of Humanities (Manchester).
   
   Carolyn has published in both specialist environmental law and policy journals and general law journals in the UK and Australia. Her work includes sole-authored and co-authored pieces with other academics. She provides regular case-law updates for Environmental Law and Management and sits on the editorial board of the journal.

   Carolyn is currently examining the monitoring and enforcement of environmental regulation in the UK and internationally, in Australia and Canada. Empirical research carried out in these jurisdictions has revealed that, compared with their counterparts in the UK, Canadian and Australian environmental regulators are less likely to take formal enforcement action, be it administrative, civil or criminal. This is despite the fact that they have at their disposal a much wider range of formal enforcement mechanisms including on-the-spot fines for polluting behaviour and, in the event of criminal conviction, adverse publicity orders, community project orders and corporate rehabilitation orders. Carolyn is now considering whether and how, in the light of monitoring and enforcement policies and practices in Canada and Australia, compliance with environmental laws in the UK could be improved.
