   Wayne Abayan is a Senior Project Manager attached to CERF/IIEC's office in Manila and is a Professional Mechanical Engineer. He brings with him over 20 years of experience as an energy and water resource management specialist for industry and institutions worldwide. He has considerable expertise in planning and designing the mechanical components of combined thermal and power generation facilities, improving the operating efficiency of automated industrial facilities and utility plants, conducting energy audits, and developing and implementing regulatory strategies and programs for reducing energy costs. He has applied his knowledge on projects funded by the Asian Development Bank, United Nations Development Program, the World Bank, the U.S. Agency for International Development, and other bilateral and multilateral development agencies in assignments throughout the ASEAN region. He has managed a large industrial capital investment project and has been the advisor to manufacturing plants on programs for improving energy use, heat rate and the cost-effectiveness of plant operations. He has also developed government programs designed to promote energy management and conservation and climate change-related projects including electric appliances testing and labeling program. He has played a key role in the four-year implementation of Philippines Demand-Side Management Project funded by USAID.
