Zella Anderson, founder and president of CPAA, said she and her volunteers have rescued 10 dogs from the city since New Year's Eve.
On Friday, after picking up the puppy from Sunshine Park, CPAA volunteers convinced police authorities to let them set up a temporary kennel at police headquarters.
State law requires a municipality to hold a stray dog in a publicly available kennel for at least 48 hours.

"People donated food, bedding, treats, toys and cleaning products so we could keep the stray dogs comfortable there," she
