(KPL) Zacarias Albano da Costa (born 16 January 1964 in Remexio) is a East Timorese politician and diplomat. On August 8, 2007, he became Minister of Foreign Affairs following the 2007 parliamentary election.
Before being appointed as Minister for Foreign Affairs of the Democratic Republic of Timor-Leste, Minister da Costa was a Member of Parliament and Leader of the Social Democratic Party (PSD) Bench at the Parliament. In addition to his ministerial role, he is Chairman of the National Political Committee of PSD.
Professionally, Minister da Costa has worked with the Asian Development Bank (ADB) for four years as Inter-Agency Coordinator and Project Administration and Implementation Specialist. He was also a USAID Advisor on Private Sector Development Project and Head of Information Coordination and Monitoring Unit.

East Timor's Foreign Minister, Zacarias da Costa, has defended a decision to allow an Indonesian man accused of involvement in a massacre in 1999 to leave Dili's prison.
Mr da Costa says Indonesia expects that Martenus Bere will be deported to Indonesia.
Zacarias da Costa, Timor-Leste's foreign minister, told Radio Australia, "If we have a citizen in the same situation in Indonesia, I will immediately react and try to follow the situation and see how best we can support have him back to Timor Leste and be subjected to our own laws."

Mr da Costa reportedly emphasized on several areas of cooperation between Thailand and Timor-Leste while the Thai chief delegate promised to help tighten the relationship between the two countries and to provide continued support in the fields of agriculture and fishery, public health and energy.
