Garland - Garland Mayor Yvonne Dockery, who agreed last week to resign from office as part of a plea deal on a theft charge, says she's rescinding that resignation and is trying to withdraw her guilty plea.
In a filing Monday with Miller County Circuit Court at Texarkana, Dockery accused Prosecutor Brent Haltom of prosecutorial misconduct, forcing her into the agreement "under duress."

The judge's ruling was part of seven issues raised in lawsuits filed by Garland City Mayor Yvonne Dockery and City Council members against each other.In his Sept. 13 letter outlining his ruling, Johnson said the city is "acting in a vacuum in many respects," since Dockery reports some city ordinances are missing.

Mayor Yvonne Dockery said the unpaid bills were accumulated by the city council and former city employees before she took office.
The town, which has a population of about 350, has accumulated unpaid bills for city cell phones, car notes -- as well as $278,000 owed to the IRS.
Dockery said the town treasurer is responsible for making the payments.
Dockery said that in 2003, she was able to get the irs to compromise for a payment of $25,000 but the city didn't keep their payments current.
"The conditions were to keep the taxes paid and we failed to do that, so that is why we have that problem now," Dockery said.
The city's debt to the IRS is now back to its original $278,000, she said.
Dockery has offered to resign, but said that won't solve the financial problem.
