Billy has been with the Alaska West Training Center since March 1998, his prior experience includes over 15 years in instructing hazardous materials emergency response, tactics and strategies for emergency response, confined space entry and rescue, high angle rescue, general industries and construction OSHA classes.
Billy worked as Lead Instructor for Texas A&M Fire Protection Training Division-Industrial section.
He was Safety Coordinator/Fire and Rescue Chief at Georgia Gulf Corporation, Safety Supervisor at Jacobs Engineering Group, Adjunct Instructor for both Rescue Concepts and National Fire Academy's Emergency Response to Terrorist Activities course.

Billy is a Captain for the Fairbanks North Star Borough Hazardous Materials Response Team and is a member of the American Society of Safety Engineers.
