CROWN POINT -- When her annual property tax bill tripled this year, Wendy Prettyman, of Gary's Miller neighborhood, became intensely interested in how those tax dollars were spent.So Prettyman, a member of the Miller Citizens Corp., planted herself at Lake County Council meetings regularly, sitting through hearings and diligently poring over the 2-inch-thick budget book.And on Tuesday, she openly applauded the council members she's been watching so closely -- after they approved a retroactive property tax cap for residents hit hardest by Indiana's property reassessment.County officials expect the cap to give nearly 32,000 homeowners a one-time tax break by limiting 2002 property taxes to 2 percent of a home's gross assessed value.The cap shaves $3,000 of Prettyman's last bill, she said."For me personally, this is a big, big deal," said Prettyman, who has been paying her taxes through the county's installment payment plan.
