The Joanna Dam Association was formed with Monroe City realtor Warren G. See as president March 10, 1958.
The Association's members, primarily business leaders in Ralls, Monroe and Marion Counties, believed construction of a multi-purpose dam and reservoir on the Salt River would not only provide much needed flood control, but bring in industry and check the rural population loss of northeast Missouri.
