Harper and Wanda Sue Larson, a North Carolina social worker, were arrested Friday, Nov. 15, 2013 after a foster child was found cuffed by the ankle to Larson's front porch in Monroe, N.C., with a dead chicken hanging from around his neck.
and Harper are charged with numerous offenses after a sheriff's deputy found the shivering 11-year-old boy.
Larson is a supervisor with Union County Department of Social Services.
The couple, both 57, adopted four children and were serving as foster parents to the fifth child.

faces similar charges, as well as a charge of failing to discharge her
duty as a public official.
She worked as a supervisor with the Union County Department of Social Services.
bond was set at $520,000.
"Wanda Sue Larson
put this child on the phone and said, 'Tell your mother that because you have been bad you are no longer allowed to speak with your mother, you are not allowed to have a birthday, you are not allowed to have Christmas and you are not allowed to have any contact with any of your family or any of your cousins,'" Cindy Robbins told the station.
