WALTER REED MARTINDALE, III Vice President of International Government Affairs

Walter Reed Martindale, III, is a member of the Board of Directors and President for the USA/Americas of Grupo Gesconti, an International construction, trade and management consulting corporation with offices in Portugal, Italy and the USA. Upon Grupo Gesconti acquisition of Washington Operations for Guilford's Mills, Inc. and Guilford International, Mr. Martindale's duties were expanded in serving as the Washington Liaison Officer and Governmental Affairs Director. In this capacity, he has principal duties in governmental and congressional affairs and maintaining liaison and representation with various governmental agencies; foreign trade associations, embassies, as well as professional and business associations. Mr. Martindale's expanded duties include program, policy, projects and business development for the Americans. Walter Martindale is the immediate past President of the U.S.- Mexico Chamber of Commerce, Mid-Atlantic Chapter in the U.S. and he also serves as a member of the University of Philadelphia Board of Visitors.
Among his current duties, to include governmental and congressional affairs, Mr. Martindale maintains close coordination with international development agencies; leading institutions; American Textile Manufacturers Association; the National Textile Association; the American Apparel Manufacturers Association; the U.S. Chamber of Commerce; the Hispanic Chamber; and the Chamber of the Americas. He served on the Trade Policy Committee and China Working Group for National Association of Manufacturers (NAM); and on the U.S. Department of Commerce, Export Advisory Committee for Textiles. Walter Martindale also worked with the USA-NAFTA Coalition, winning notice from the White House for his efforts. As a former Foreign Service Officer and Military Officer, he has maintained his special relationship with the Georgetown Center for Strategic Studies and the U.S. State Department and U.S. Department of Defense where he has been called upon as a consultant on refugee affairs and Asian Area Studies. Walter Martindale was formerly associated with the law firm of Thao and Associates before joining Guilford and Gesconti. He is a former career Foreign Service Officer and a Special Assistant in the U.S. State Department. He has also served as political refugee and development officer in various assignments in Vietnam, Thailand, Indonesia, Malaysia, Hong Kong, Philippines, Italy and special assignments to the Office of the Secretary, HEW. He was also in Saudi Arabia and Lebanon. Walter Martindale won awards and special recognition for his duties in Vietnam as a pacification and evacuation officer for the U.S. Mission and represented the Carter White House on refugee affairs. He is prominently featured in a number of periodicals and book publications. He was also assigned to the Agency of International Development as a Desk Officer for Bangladesh and liaison with the World Bank. Mr. Martindale later served as the State Department Colombo County Plan Developer Coordinator and as a coordinator for AID-United nation's relief missions. Walter Martindale was a former Naval Reservist before transferring to the U.S. Army Reserves; he further maintains his reserve commission, graduating from various service schools as well as the Foreign Service Institute. Mr. Martindale attended Florida State University for undergraduate and graduate studies. Walter Martindale was nominated as Deputy Undersecretary for HHS in 1981 as served as President of the American International Trade Group. In addition to his membership in numerous trade and professional organizations, he serves on the Board of numerous charities to include Mayan Relief Society.
