IMS standards do not address QoS over HFC networks themselves, confirms Wade Carter, VP for CPE engineering at Arris.
PC MM plugs that gap by adding QoS mechanisms to the DOCSIS Embedded Multimedia Terminal Adaptors (EMTAs). Given the large installed base of DOCSIS 2.0 modems alongside the latest DOCSIS 3.0 equipment, vendors such as Arris are ensuring that their PC 2.0 software will support both. We are developing PC2.0 to work on our very large installed base of DOCSIS 2.0 EMTAs, as well as our latest generation DOCSIS 3.0 EMTAs, says Carter. The inherent challenge for operators is migrating what is now a large installed base of PacketCable network-based call signalling (NCS)-based subscribers seamlessly to a very new and different switching technology, says Carter. Arris believes it has the answer for these smaller MSOs in its hosted service, which is also appealing to tier-2 operators with between 100,000 and one million customers, according to Carter. Our customers like the quick turn-up time for the hosted solution, usually less than a week, which allows them to get immediate insights into voice quality delivered to their subscribers as well as capacity and outage information, claims Carter.

Operators should carefully consider several factors when using SIP for primary line cable telephony including features, QoS, security and lawful intercept, Carter believes. "Using a PacketCable architecture but substituting SIP for NCS signaling provides a near-term option for moving to a SIP base signaling protocol," he said.
