Capiz Governor Victor "Vic" Tanco Sr. was born on 15 October 1944 in Brgy.

Vic's father was the 1st chemical engineering graduate on Sugar Technology from Louisiania State University. e must have thought that his kind-hearted son, Vic, would follow him into the business world.

Vic spent his elementary years at Iloilo American School. He then studied high school at the University of the Philippines, Iloilo City. He earned his Bachelor of Science in Business Administration at the University of the Philippines in Diliman, Quezon City.
Political Career as Mayor
Vic's political career took off in 1971, at the encouragement of his Uncle Gaudencio Arancillo. He was elected "No. 1 Municipal Councilor" of Dumarao. As such, he proved his capacity to lead and determination to serve the people.
During the 1980 elections, he run for Municipal Mayor and was victoriously elected. Vic's accomplishment can be seen in several infrastructure projects. One of these projects is the improvement of Dacuton Public Market ("one of the biggest Public Markets in the Province of Capiz").
As a mayor, Vic's satisfactory accomplishments brought about the development of Dumarao town. His determination to improve the simple living of Dumaraonons was rewarded when he was re-elected three more terms in the succeeding years, 1988, 1992 and 1995.
He was also recognized as the Father of the Dumarao's People's Congress (or the so-called Expanded Municipal Development Council). It is an innovation in promoting transparency and accountability in governance. It was then recognized as one of the best practices in local governance where batches of local, national and international agencies came to Dumarao to learn and adopt its mechanics and innovations made.
Political Career as Vice Governor and Governor
In 1998, Vic was elected as Vice Governor of Capiz. Being devoted to his public duties in return, Capiceños re-elected him as Vice-Governor for another two successive terms in 2001 and 2004. He was the only Vice Governor of Capiz who completely finished his three terms and elevated as Governor.
When his productive term ended, Capiceños urged him, to run in the gubernatorial race. In 2007, he easily won with an unprecedented victory to become the "20th Governor of Capiz".
